IEQ Members and Partners

Consortium members:

AIR LogoThe American Institutes for Research (AIR) was incorporated in December 1946 as a nonprofit organization with the purpose of studying human resources and their effective use. The Center for International Research (CIR) in Arlington, VA was established in 1997 when the former Institute for International Research (IIR) merged with AIR. Areas of expertise within the Center include personnel assessment, student assessment, performance-based monitoring and assessment, teacher training, curriculum development, girls' education, and planning and management of educational systems. CIR is recognized for its international work in Uganda, Egypt, Ethiopia, Ghana, Guinea, Mali, Morocco, Namibia, Peru, Haiti, El Salvador, Guatemala and ENI countries including Romania, Bulgaria, Ukraine and Kyrgyzstan;. The Institute for International Research was the prime contractor for the Improving Educational Quality (IEQ) Project (1991-96) and the Center for International Research continues as the lead organization for IEQ II.

AED Logo Academy for Education Development (AED) founded in 1961, is an independent, nonprofit service organization committed to addressing human development needs in the United States and throughout the world. Under contracts and grants, AED operates programs in collaboration with policy leaders; nongovernmental and community-based organizations; businesses; governmental agencies; international multilateral and bilateral funders; and schools, colleges, and universities. In partnership with its clients, AED seeks to meet today's social, economic, and environmental challenges through education and human resource development; to apply state-of-the-art education, training, research, technology, management, behavioral analysis, and social marketing techniques to solve problems; and to improve knowledge and skills throughout the world as the most effective means for stimulating growth, reducing poverty, and promoting democratic and humanitarian ideals.

EDC Logo Educational Development Center (EDC) is committed to education that builds knowledge and skill, makes possible a deeper understanding of the world, and engages learners as active, problem-solving participants. We believe that authentic education begins with questions: a teacher wanting to know a new way to solve a mathematics problem; a doctor wondering how to ease the transition for the family of a dying patient; a teenager wanting to know why school matters in life and career; a principal searching for better ways to meet the needs of students with disabilities; a mother considering whether to breastfeed. Over the decades, the best of EDC’s projects have helped people raise and explore questions of importance in their lives.

J&A Logo Juárez and Associates, Inc. (J&A) is a minority-owned and operated research and management consulting firm providing quality services to business and industry, government agencies, educational institutions, and community organizations throughout the United States and the developing world. The firm founded in 1971 is committed to problem-solving research and consulting from an interdisciplinary-perspective. Juárez and Associates was a team member on the IEQ I project and helped build local research capacity to do research in schools and classrooms in developing countries in Latin America and Africa. The results of this research have provided a stimulus for improvement of educational practice and policy in participating countries. J&A is currently assisting local researchers in Haiti, Uganda, and El Salvador to perform classroom-based research to improve the quality of education in these countries.

U of Pitt Logo University of Pittsburgh department of The Institute for International Studies in Education (IISE), created in 1987, builds on over three decades of the School of Education's distinguished history of involvement in educational development projects and research all over the world. IISE is comprised of a group of faculty and professionals working on doctoral degrees at the University of Pittsburgh.

One product to come from the University of Pittsburgh was The Global Information Networks in Education (GINIE). GINIE's purpose is to improve educational quality in nations and regions generationally threatened by chronic instability created by armed conflict, natural disasters, and/or economic and political crisis. GINIE is an Internet-centered professional development network dedicated to helping those working in education in nations in crisis and transition. It provides organized, rapid access to high quality knowledge and expertise in digestible formats for those working in complex conditions.
